look at the mayor's budget proposal. and we're previewing mitt romney's visit to our state this. . this is a live look at the inner harbor where soon the sun will rise. lynette charles is here for what we can expect today and through the week. we have the fog out there this morning. check out some of the numbers here. we have the reduced visibility again morning after morning this whole week. three mile visibility in baltimore. culpepper, more the same there and five in winchester and six in hagerstown. we're dry right now on the maryland's most powerful radar. you have to go way south in virginia to get rain. they're dealing with a couple of thunderstorms in that area. the fog will burn off ail say in the late morning -- off i'll say in the late morning hours and early afternoon. so thing will look up. just keep trucking through and now over to angela with a check

of your traffic. good morning. we have the fog on the roads. yes. good morning. we're seeing a lot of fog on the traffic cameras. not too bad around the beltway as far as incidents go. we have a closure in the city, forest park avenue between windsor city avenue and the county line. we have a water main break there. and in the meantime, here's a live look at traffic flow on 895. not looking bad here at all. and for those of you on the harrisburg expressway, another live look, southbound lanes picking up, but no major delays to report there. and for those of you making the drive to ricer town this morning, it is a live look at 95 and cockeysvilles road. still moving a good pace. and a good pace, the drive times are intact right now. if you're traveling on the west side of the beltway, seven minutes from 795 over to i-70.

fresh off a win in illinois, republican candidate mitt romney is coming to maryland. today the front-runner are will speak here. we find linda so. she's live this morning with a preview. >> reporter: romney will hold a town hall-style meeting today on old sulfer spring road. it will start at 3:30 and open to the public. they were busy yesterday getting things together, setting up chairs and lights. this will be romney's only stop in maryland. earlier in the week he said he would stop in annapolis and frederick. but those events were canceled. romney's visit comes two weeks ahead of maryland's april 3rd prime river 37 delegates are up for grabs here. and democrats are trying to steal some of the thunder today. there will be a conference call

hall. she's trying to reduce a $48 million budget short fall. there will be less taxes for homeowners and figuring out how much the pension costs am be passed on to the city and the city is reduction healthcare costs by $20 million. in the budget proposal, it's important to note that the police department is fully fund and no layoffs and no cuts to education. and the fire department, there are no morrow indicating closures. there's a mention of permanently closing three fire companies. and the mayor will submit her budget proposal to the board of estimates at 9:00 this morning. it will go through a series of committee meetings and public hearings. the budget will go into effect july 1st. doctors at the university of maryland medical center have completed a facial transplant. a team of doctors from the school of medicine completed the 36 hour procedure yesterday. the transplant was the most

extensive to be performed to date. we're expected to meet the man who underwent that transplant at a news conference sometimes next week. we'll keep you posted on that story. baltimore ravens said that anquam boldin is heading to east africa. he wants to raise awareness of drought and famine. he'll travel with his former teammate larry fitzgerald. they will begin the four day trip next week. in november, the two players publicked a 30 second public service announcement about the need for funds for the region. the fbi is going back to the scene today where human remains were found in texas the remains have been there for a long time and they're heavily decomposed. there's speculation they belong tie teenager, haley dunn.

she disappeared in 2010. it could take about a week to make the identification. no word when that caused a huge fire at a marina in san diego. officials said that nine boats caught on fire, five of them destroyed and four damages. the total cost about $1.3 million. fortunately, in one hurt in the fire. it doesn't appear to be suspicious. it's easy to get a few bees if you have them in your house. but 25,000 bees? that seems like a big problem. and that is what a tennessee man had to deal with. when tommy hill went out for breakfast, he found thousands of bees nesting in his car. he called a bee keeper. before the bee keeper could transport them, they decided to move again about within five minutes, they came out of tree again and got back into the engine of the car. we're talking 25,000 bees. >> within a couple of days, the

killed a florida teen but has not been arrested or even charged. 700,000 people have signed and on line petition to get the shooter george zimmerman prosecuted in the shooting of the boy. >> reporter: today a million hoodies march has been organized by facebook to take part in new york city. the goal is for justice for trayvon martin who was wearing a hoody sweatshirt when he died. more than 2,000 people will go to new york's union scare tonight. many are outrage in the trayvon martin case. there's a march for justice in tallahasse. he was fatally shot by a neighborhood watch volunteer george zimmerman last month. he said that he fired in self- defense. and an attorney for martin's family said they want action now. but florida governor rick scott

fog again this morning. we have four mile visibility in baltimore and 7 in easton and washington d.c. 1 and culpepper 3-mile visibility. the satellite and the radar doing a good job of picking out the clouds. so it will be a while before these scour out. so i'm thinking late morning to early afternoon and we'll see more sunshine firing up as we go into the afternoon. let me put this into motion. maybe an isolated storm could fire up too. we're waiting for the line across the middle of the nation to work its way in here, possibly as we go into the weekend. so it could be on the wet side for us. hour by hour, a warm day. if we get more sunshine in here like we did yesterday it doesn't take a lot to warm us up, the temperatures will soar. let's get a check on the traffic with angela.

how is the fog affecting the roads this molot going on out there, including a vehicle fire on the harrisburg expressway. northbound 83 closed right now with the cleanup from this vehicle fire on mount carmel road that is causing some rubbernecking in the southbound direction and in the city, forest avenue blocked in both directions with a repair crew for a water main break. so a lot going on in terms of incidents and closures. we have the foggy conditions. but not too bad if you're traveling on the east side of 695. and the foggy conditions heading to the east bridge. but things are moving smoothly. here's a live look at 95 starting to build on the drive in the southbound direction between bel air and white marsh. a tornado leveled the town this month. and today students in indiana are heading back to school. but it's not what they're used. where they'll be learning till

henryville elementary school students will return to class today. they have not had classes since two tornadod badly damaged their school on march 2nd. they'll be having school in a church. it's annul kick butts day. there are events going on across the country to remind people that smoking is bad for you. tonight the greatest show on earth starts at first mariner arena. the ringling brothers and barnum and bailey circus opens up tonight. the circus runs through april 1st. some alarming statistics about kids being sent to the er because of medication. we'll tell you how you can make sure that your child does not end up in the hospital. a four-year-old girl is being called a hero this morning. why her sister is thanking her today. also, a plumber is about to
